Contribuições do design para a EaD on-line corporativa do setor público: Uma experiência de definição de requisitos do AVA do TRE-RJ

This dissertation has as its main objective identify and evaluate some of the design resources applicable in the corporate online distance education which has the most probability of contibute with the project of the medium and didactic materials of this educational modality, in the public sector s context and, therefore, with her effectiveness. By resources, it shall be understood the knowledge, methods, techniques, procedures, creative elements, products and instruments of the design area and related. With the aim above described, the work initially goes through two big sections of literature review over its main terms: education and design , which are complemented with a case study about the dissertation s sample, the Rio de Janeiro s Electoral Court (TRE-RJ), for the support of hypotheses. In the chapters of the first order, the concepts of education, corporate education and online distance education are analysed in its relations with the design field widely considered and relevant branchs, especially the instructional design, either in the service design or communication design form. By its turn, the chapters of the second order take as reference the two essential products of e-learning, the learning management system (LMS) and the learning object (LO), to address the communication design of these products, as well as to approach some points about the content's illustration of the corresponding educative actions, mainly through interactive animations. Much of the knowledge obtained in the literature and in the official documentation has been evaluated by an experiment, constituted of a focal group dedicated to the definition of the TRE-RJ s LMS requirements, system that was about to be reformulated. In this event, some of the court s corporate education specialists discussed about the various aspects related to the design of the quoted educative site, coming to responses that serves not only to the research s specific universe, but also to all other stakeholders in the online distance education design that is current in the public and general administration. Finally, the discussion about the experiment s results, synthesized in the conclusion, confronts the discoveries of the bibliographic and documental survey with the responses obtained in the focal group, aiming to the ratification of the biggest number possible of topics among the analysed ones. With that, it is desired that the verified acquirements may serve not only to its secure and effective use in the working areas in which are applicable, but also as a foundation to future scientific research, confirming, moreover, the great relevance that the design profession has for the public administration, specially in the corporate education efforts of such professional sector.
