O projeto "COMUNIQ" tem como principal objetivo, aumentar a participação do cidadão em seu papel fiscalizador e estreitar a comunicação/interação entre o cidadão e o governo. Em um aplicativo de celular e através de uma rede social, o cidadão, junto com a comunidade, têm a possibilidade de indicar soluções de problemas na cidade e relatar para as autoridades competentes, participando de todo o processo de melhoria do local. Por meio de entrevistas, alunos do ensino médio mostraram que compreendem as atribuições do estado. Assim, foi levantada a hipótese de que o cidadão com maior conhecimento do que é o estado e seus deveres, é mais qualificado para exigir seus direitos como cidadão. A pesquisa foi realizada a partir do relato dos alunos. Tratando qualitativamente, categorizando e agrupando seus relatos usando uma técnica de análise de conteúdo.

The project "COMUNIQ" has as its main objective, to increase the participation of the citizen in his supervisory role and to narrow the communication/interaction between the citizen and the government. In a cell phone application and through a social network, the citizen, along with the community, has the possibility to indicate solutions to problems in the city and report to the competent authorities, participating in the whole process of improving the place. Through interviews, high school students showed that they understand the attributions of the state. Thus, it was hypothesized that citizens with a greater knowledge of what the state is and its duties, are more qualified to demand their rights as citizens. The research was carried out based on the students' reports. Qualitatively treating, categorizing and grouping their reports using a content analysis technique.
